Planning permission requirements for mixed use?

Hi all i am studying a planning module for a degree course and there is a question for an assignment which i cannot find a clear answer on.

I need to outline the requirements for a valid planning application for
permission for a 3-storey mixed use commercial and residential
development comprising two shops, four apartments, carparking and
associated site development works in an urban area zoned for such
development and fully serviced.

Can anybody advise what the requirements would be or where i can find such information?

I have googled this a lot and all i come across are guidelines for the county council for when they put a development plan in place. However, as regards to he procedure and requirements for Joe public to construct a development such as the above, I am at a loss?

I have email fingal county council and I have been advised that my query has been forwarded to someone else so im still awaiting a reply.
