Has anyone fitted one of these?

I have a carbon steerer and a pretty low handlebar (already cut). I like the setup for racing and Tri's/Adventure racing but for weekly cycles and centuries its a bit aggressive.

Is this safe on a carbon steerer? I assume its similar to having a longer stem (leverage wise).

I know you can get 45degree stems but think this would look better.

Cant imagine it would be any different to clamping a stem on, BUT, as you say, it will increase the leverage on the existing carbon part of the steerer by a huge amount. I personally wouldn't extend a carbon steerer in any way. Could you invert your existing stem?
