radiator not working

So I have looked through previous threads and you tube videos but still have a problem with one rad.
All my rads were flushed/cleaned out last week, I also had a problem with constant air in the radiators. A valve from the tank in the attic was letting hot water back up to the attic, so this valve was replaced and there doesn't seem to be any air left anywhere.
But one rad still isn't heating properly, just the very top is hot.
I have checked both valves on each end.
When I turned off all the other rads in the house and made sure valves were open, it heated up perfectly.
So basically it works when the others are off but when they're on, its cold!
What could the problem be? Its the last in the circuit, its a closed system ( so I believe!)

Whoever flushed your system didn't balance your system properly afterwards. It sounds like a balancing issue and hopefully not a piping issue. Call back the guy who flushed it.
