Telnet to Eircom Netopia Router

Doing a bit of pentesting on an old Eircom router and an external scan pops up port 7547 for CWMP basically for ISP connection. Leaving all other ports filtered as they are I can telnet to 7547 but it hangs with "Escape character is '^]'." I can hit that escape character and it APPEARS to connect but I can do very little if anything on my router and there is no user/password prompt at all. Anyone have any ideas why this is? Without needing to open port 23, how could I (or an attacker) configure my router via port 7547 or even just get a user/password prompt?
