The oul' man needs to replace his phone.

He has come to the conclusion he'll have to go with some sort of a smart phone as all he wants is GPS and Google Maps.

He's on a PAYG Vodafone SIM which he wants to stick with. (He doesn't want a data plan, he can download maps before when in WiFi area)

So, he basically wants a bit of a brick of a phone so it has a large screen with GPS.

Can anyone recommend anything? Would need to be under €100 and either SIM free or Vodafone

Google maps even if you the map downloaded. Will need a data connection (and thus a data plan) to hit the server for searching. Maybe theres GPS apps for android that don't do this, but they are pricey. AFAIK Apple works the same.

Only the Windows Lumia phones will do GPS (for driving I assume) without a data connection. So his only choice is a Lumia 520 or a Lumia 625 (bigger screen but over 100).

Maybe you meant google maps specifically and not for driving?

As beauf said, the Nokia Lumia phones have the excellent free drive program (satnav)

You can download the maps to the phone. Worldwide maps are free

No data needed, so PAYG with no data allowance would be fine
