In the tv show amber, the gardai stopped the father of a missing girl at the airport from traveling to ukraine to try to find his daughter in a brothel over there. Would/Could that happen in real life ?

Ah jaysis not that dumb show again ! four hours of my life wasted by RTE!

I think the reason the Gardai stopped him was because By going to the Ukraine he was interfering with an Interpol investigation by doing the investigating himself He admitted as much so preventing him to travel would have been grounds in real life as they'd be doing it to stop him hindering police work.
Also he knew that the Gardai had knowledge that he accessed child pornography sites, despite them explicitly saying they could offer no protection for doing so. Therefore they could have arrested in the airport on two charges- hindering an investigation and accessing child porn. So in real life, yes, they could have stopped him travelling.
