So my tax on my car was out since October 2013 and I'm selling the car tommorrow will the person who is buying the car have to back tax it once it's in there name??? All these new rules came in and hearing all sorts since we can't go to the guards to get forms stamped anymore.

Nope. They're only liable from when they get the car.
You'd only have to pay back tax if you were taxing the car.
