distribution boxes. Why this!

    Not really looking any advice on these boxes but just came across this picture and cant get my head around why the holes would be so high. When i look into my own distribution box (concrete) my outlets would be as close to the bottom as possible so to let out the run off coming from the septic tank. Here in these plastic ones, the holes are a few inches high. Im wondering why this is, surely they would be better off near the bottom so the excess run off could percolate through the ground rather than just sitting in the bottom of the box.

    Maybe it is for any heavy material to settle before moving down the pipes and possibly causing a blockage.

    Yeah you could be right but why isnt this the case with the concrete boxes.
