I'm just wondering, do e-cigarettes fall under the same category as cigarettes with regard to the smoking ban - ie, can e-cigarettes be used in the work-place, restaurants, pubs, etc?

They don't and they can. The ban is for tobacco products. Technically you can smoke herbal cigarettes (the ones without tobacco) in the pub too.
