insulation between ground floor/1st floor ceiling

    As the title suggests,

    I'm aware that generally thermal insulation isn't required between ground and 1st floors as heat loss is low.
    However my circumstances require me to insulate as best I can. We have decided to defer the internal fit out of our upstairs extension but want to keep our down stairs rooms warm.

    The floor joists are 9inch with just the ground floor side slabbed.

    I am seeking advice as to what is the best combination of insulation to get as good u value as possible. I don't want pump/blow in insulation if possible.
