Havent searched for this, just a completely random thought went through my head.

you know the gardai are supposed to have a camera that can read random car registrations to see if theyre taxed. (link just an example, dunno if its in place or not)

Have a look at this and park the thought for a second...

Is there any merit in having a website where if someones car is stolen, they enter the reg to the stolen car website, random dash cams pick up the reg, checks against the stolen reg, then have a reporting solution where you get a geo location of last known siting.

sort of an expansion of the tile app

Not really .. you could just input someones car reg anonymously, especially if you don't like them.

ANPR is pretty specialised gear also.

Plus the tech would have to be in the car as mobile data wouldn't provide the bandwidth to process live video in the cloud.

Gardai ANPR is, or will be, able to do this.
I don't see a random site with cameras as any chance of getting off the ground.

Apart from people who are listing their own car as stolen, what is going to drive the general public to the site?
How will you integrate private DVRs with the list on the server? Private DVRS will not have ANPR programmed.
Privacy concerns/data protection issues for private motorists using DVRs would be a factor.
