    Can anyone tell me the duties of a cesspayer? I don't mean an ordinary tax payer, but people apparently chosen to work with the Grand Juries.

    Cess was a form of local pre count councils. I haven't my copy of O'Connor's Jistice of the Peace to hand, but as far as I remember it was mentioned it.

    The name comes from Assessment,

    "Bad Cess to you is still heard" as a curse

    A Cess was a form of local taxation - derives from "Assessment"

    "Bad Cess to you" is still heard as a curse
