Relocating speed-limit signs

Some speed-limit signs on the N18, at Ardrahan, Co Galway were replaced this week - having been absent for almost a year.

The new signs are positioned about 500m NW of the signs they replace. [http://goo.gl/maps/bPxba shows approximately the old location 'A' and the new location 'B']

This effectively expands a 60km/h zone from a very short zone [about 50m] to a very long zone [about 500m].

I've looked at 2010 bye-laws for Co Galway, and also at 2013 "draft" bye-laws url]http://www.galway.ie/en/Services/RoadsTransportation/TrafficManagement-Parking/SpeedLimits/[/url for Co Galway. Both of these documents specify the old location. Neither of them specifies the new location.

So to my questions: Should there be a change to a bye-law before the signage is repositioned in this manner? Has there been such a change?
