Help choosing car

So, looking for a car for a college student, 20 years old.... one slight bit of trouble is he has one claim from 2012. No penalty points or the like but one accidental damage claim.

Currently driving a 1.2 which was insured for €1600 TP F&T. Its a 2 door however and is not ideal.

Looking to upgrade a little bit to a four door now and maybe a 1.4 litre?
Have already brought up a 2011 1.2 TSi Seat Leon (€12000 though so maybe a year or 2 older) or 1.4 Ford Focus...

Budget is around €10,000 as his own car is ~€6000/6500 plus he has a few bob saved up from working outside of college.

EDIT: Thanks for any help/suggestions/useful comments :) Ignorance of me forgetting to say thanks!
