Working in Canada can wife claim child benefit?

    Hello,
    I have been working in Canada since august 2012.
    I am an Irish citizen.
    I am just wondering if my wife will be able to claim child allowance for our child,
    She is a non EAA national living in Ireland since Aug 2013 our child is an Irish citizen.
    She has not worked in Ireland to date and is currently expecting our second child.
