Is Meteor still the best value over-all? Meteor I used to like for free voicemail but if calls / txts were cheaper I wouldn't mind if voicemail wasn't free as I could just check my voicemail from my other bill-pay phone.

Have a look at 48, I,m with them and find them great value for 20 euro a month
