What techniques are recommended / used for internationalization in php?

For the purposes of displaying text items on web-pages, emails etc. I am thinking of having an xml file for each language, e.g. en_ie.xml, ga_ie.xml etc.

XML files are not recommended as they incur memory and processor overhead which will affect performance. Use resource files which contain the string resources for a language. Each language file is kept in its own folder e.g.
    lang/
        en/ /* English */
           messages.php
        es/ /* Spanish */
           messages.php
        fr/ /* French */
           messages.php
