Top oven not heating fully

I have a whirlpool double oven. When i set the top oven to say 200 it will only heat to about 120. I'm guessing the element is ok seeing as the oven is heating to 120, I wonder if its a thermocouple problem. Any advice greatly appreciated.

Dependent on model the top oven is likely to have twin elements and in your case one could be banjaxed leaving you with a oven with half the power.
