We have just moved into new place knowing people living in this estate use UPC. However now we were told UPC is not able to connect us due to some legal issue and they insist we have to pay 200 euro cancellation fee.

Is this legal? How could we know there is legal problem with this part of estate? What are our options now?

That's an interesting one, when I moved to a non-UPC area they cancelled it for me free of charge without any issue. I would escalate that case since it's unique. There are reps here who should see this, search "UPC Eamonn" and PM him. Actually, even better is to post in the UPC specific section below:

I think that cancel if they can't supply at your address is gone now
Just cancel direct debit and make them come for the money

I would suggest that UPC cannot charge you a cancellation fee for a service they never supplied. Prior to offering you said service they should have confirmed that they could supply same. Have they given you a specific reason for their inability to supply the service. Perhaps they do not have the builders/local authority's permission to run cables in your area. I would consult a solicitor. Based upon what you say I would not pay them a cent but do stop your direct debit as they have been known to take payment "early".

It would appear that the OP didn't check before they moved house and assumed the service was there based on people they knew having service.
