If someone resigns from their job are they entitled to claim social welfare?

AFAIK, if you leave voluntarily you have to wait a few months before becoming eligible.
Yep, just checked and it's 9 weeks according to here: http://www.citizensinformation.ie/en/social_welfare/social_welfare_payments/unemployed_people/jobseekers_benefit.html

The nine week exclusion period can be waived in extreme circumstances. They waived it for me when I had no choice but to quit my last job.

However, you would need very compelling reasons.
