windows 8 not booting properly

my friend has a packard bell e1 vision laptop with windows 8. When he presses the on button it powers up to the start page then on pressing the mouse, he gets the welcome page and then a blank screen with cursor and then nothing apart from being able to move it. how do you start in safe mode?:confused:

It's usually F8.
