I'm aware Adobe Acrobat does this (& does it very well), but I don't need any other parts of acrobat as Preview & Finereader express fulfil every other requirement.

I'm looking for a free (or max €20) app to convert a PDF version of a form into an editable version, so that it can be edited on the mac & then just emailed directly, rather than printed, filled, scanned & emailed.

    Any suggestions ?

    Use Preview's annotating tools?

Had thought of (& tried) that, but it's not ideal.

I'm not sure if this is what your looking for, but if you want to convert a PDF to MS Word format or similar you can do it using Google Docs.

If you Google "OCR google docs" there are a few details on how to do it. Works pretty well from my limited experience.
