Shock imbalance (NCT related)

After failing the NCT on the Suspension Test - rear axle imbalance, I had the rear shocks replaced which set me back €250. The values were 54mm nearside and 37mm offside, resulting in a 31% imbalance (>30% = fail).

With the new shocks these values went down to 26mm and 20mm respectively, giving a 23% imbalance.

Given the limit of 30% - is the new value of 23% not quite high though? Would one not expect the difference to be substantially smaller?

there may be slight wear in the top mount on the 26mm side.

Is this not something the shock fitter should have noticed and asked about whether I want it repaired though?

Not aware NCT do a shock test is it not a suspension test ?
So while shocks are a component there could be other worn parts like bushing ?

Suspension imbalance is basically a shocks test, it's up-down movement measured which won't be affected by bushes. Other tests (slip-slide, visual) will pick up worn bushes.
