Insulating Solid Ground Floor in Apartment - Can it be done?

Wondering if anyone out there could help with a problem I'm having in a ground floor apartment. The apartment has little or no insulation in the floor slab, the apartment is over an underground car park and the floors are freezing. I have cold bridging throughout and if anything is left on the floor near the external walls for any length of time they become wet with condensation. What's the best way to insulate solid floors?

Builder in my case only partially insulated the car park using 75mm rigid insulation, he said at the time that he was advised to only insulate 1.5 metres left and right of where the internal walls met the ground floor slab. He also pumped insulation into the external wall cavity and fitted the insulated plasterboard on the inside of the external walls before he jumped on the boat to the UK. Still have big problem with condensation, windows open as much as can be tolerated in this cold weather yet still have problem. Don't know where to start.

Owner of Apt and Director of Management Company, cost to remedy externally would be huge, not sure if the insurance company would ever insure us again if I hit them with that cost. Looking to fix myself on the inside if possible.

Carpet could be a start, even insulating carpet.
