They won't see the inside of a jail cell.

They may not, but it will be embarrassing, the next time they speak about human rights in other countries. Just like when they were found guilty over human rights abuses in Northern Ireland. They got slapped around a bit after that, when they tried to lecture other countries about human rights.
As they say people in glass houses should not throw stones.

Considering the amount of dirt brushed under their carpet, if they aren't embarrassed about it now, its not going to happen over this.

Ministry of War becomes Ministry of Defence.

    Invasion becomes liberation.

    Collateral damage.

    Etc

Armies are around so that the people in control get to gain from using them when soft tactics (eg coporatism) don't work. Powerful people and their minions (in this case defense secretaries) won't get anywhere near a courtroom. The people in charge control the whole web (this web too;))

Policy never changed, did Payne do this of his own instinct or was trained to do it. This dates back to the seventies where they were found guilty of human and degrading treatment of prisoner's. Did his Da tell how it was done or did it come from further up the command chain.

On 13 July 2009, a video reportedly showing Cpl Payne abusing Iraqi prisoners was released as part of the evidence being presented to the public inquiry into the death of Baha Mousa. The video reportedly shows Cpl Payne forcing hooded and bound prisoners into stress positions, pushing and shoving prisoners, and aggressively shouting obscenities at them whilst they clearly vocalise their distress.[11]
