Would anyone know what is the youngest age that you need to get the Public services card aka old RSI card?

All new babies are issued with a PPSN.
Nothing to do with the Junior Cert.
You wouldn't be issued with a card unless you were applying for a SW payment.
So, aged 16 for Disability Allowance, 18 for Job seekers.

They are rolling out the new cards but your current card remains perfectly valid until your new card has been processed.
Yes oveur 65s will be getting them too but there is nothing at all too be concerned or anxious about. Everybody will be sorted in time.
