Can someone on parole visit China legally?

    Sorry if this is inappropriate or in the wrong place, not sure where to post this.
    A person who committed a crime against me & served his time (most of his sentence in ireland & last bit in uk where he is from) was released early but on parole for 5 years (as said by irish judge in court at time of sentencing). Can this person travel to china or anywhere for that matter at their own free will? My understanding of being on parole was that they had to stay in the country & sign in wth police regularily etc. Where is the best place for me to get this information. I can give more details via pm as i'm not sure what i'm allowed post here regarding something like this. Thanks
