My friends car failed Nct due to damaged glass (hole) on front fog lights. If the lights were removed I presume it would have passed. Is it too late to remove lights for the retest.

I would imagine so. Front fog lights are not required by law.

Anything jagged or sharp will fail. Tape them with clear tape?
    It's just a visual I reckon.

If they are fitted to the car they have to be in serviceable condition (not necessarily working but not loose or damaged). I had a car fail because one if my fog light was loose. So I just glued it in and there was no issue with the retest

Failure criteria for a broken front fog light is pretty vague....

A broken glass on an auxiliary lamp or fog lamp is not a reason for failure unless the crack or break is large enough to insert a sheet of paper as used in the test

    P.52 here ... http://www.nct.ie/NCT%20Manual%20Revise%20May%202012.pdf

There is no mention of the dimensions of the 'sheet of paper' used in the test - the word 'sheet' occurs nowhere else in the NCT Test document

It's the edge of the paper (the bit that gives paper cuts)

i put two cars thru with fog lights that had holes in the glass - i taped over them, didnt even have to be clear tape, i used the grey gaffer tape - it was obvious they were taped up, but once no jagged glass is on the car to cause injury to someone, they are ok with that.
