No! Could build one with similar specs without windows but PS4 will still be a lot lot more powerful and way more longevity.

Not really. Price per Price you wont get the value in low budget PC for 400eu.

you need to always look at bigger picture when deciding such investment.

400eu is a console, but then you will need 50eu to play online ( in fairness to Sony, its a fantastic value service ).
Then you have to realise that PC games are generally a lot cheaper then New gen ones. you can look at as stupid price difference as 30eu vs 60eu on brand new game. So again, you will save money in a long run.
Most likely down the line you will want to upgrade your ps4 because it is newer slimmer version or your ps4 died on you. ( there is a very low full time gamer count who are still on their launch console, most of them had got bough at least 2 consoles of same gen ). So you will pay more money for pretty much same hardware. With PC, instead of buying same spec Pc, you can invest money to upgrade system and get back on top of the performance curve.
Your PC is not just a gaming device. Its a best Media centre in the world. You wont need to have an Laptop or low budget PC for media stuff, which you would need to have with a console.
There are a lot of ifs and buts. I own a very good gaming Pc and a PS4. I am honestly extremely impressed by the performance for the price of PS4. Its a lovely piece of equipment. you wont lose out on getting a PS4 and you wont lose out by getting a Better then 400eu PC.

How does this look for off the shelf value? Could it be upgraded in future? What upgrades would be necessary?

It's fine but the gpu is weak enough. Case is nice and the processor is good. I reckon we could probably out spec that machine for the same price. Also has no OS installed so you'll need to Windows license on top of that

    You're taking the wrong approach.

A gaming PC doesn't just do what a console does. It does everything a PC does too.

So, you need to add the cost of a PC you would otherwise buy (or otherwise have) - say €600 to the €400 you'd spend on a console. This €1,000 is the money you spend on a gaming PC, and it will be more powerful than a console.

Not sure about that, does it even tell you the motherboard and power supply? Very weak graphics card at all. Be fine for 720P probably.

Check this thread out, theres a monitor in the build aswell which could be taken out to reduce the cost by €100. So while it would cost a bit more than the PS4, it should give the PS4 at least a good run for its money gaming wise and also as the lads stated it also has all the functionality of a PC.

Marco_polo did the build in the thread. By taking the monitor out and adding a copy of windows the total would come to about €500

I know which I would pick.....

EDIT: Just noticed there is no motherboard in the build:( So add an extra €60 or so to that,so about €560. A few months from now add an SSD and your have yourself a decent gaming rig that will out do a PS4,i have a PS4 and if i had to give one up the PS4 would be gone in a heartbeat, but thats just me...
