The mother in law changed her car in mid-December with the VLC only arriving today. The car was in the dealers for a few months so the tax was well up.

Does she have to pay motor tax from 1st December 2013 onwards or 1st January?

From the date she took ownership according to the VLC.

Technically from the 1st day of the month she took the ownership, just to make it clear. From 1/12/13 in this case.

That's good to know, i was under the impression that with the new motor tax rules that the period the car was off the road ( and not taxed ) would have to be paid by the new owner.
