I don't have itunes, so I'm unsure of the mechanics of it, but if a computer fails, can the music be removed from the hard drive and moved to another computer and reassociated with the itunes account or is there any DRM issues?

It can be none but best to keep itunes backed up before the computer fails.

It's also worth noting that anything you've bought from the iTunes music store can be re-downloaded to a new machine if you need to replace your current system and you lose the contents.

iTunes Match is worth a look of you are concerned about backups - it basically matches what it can of your music library with items sold through iTunes, uploads everything else and then allows you to access/download everything on other devices. The track limit is 25000 and it costs €24.99 a year. Google music is free and does fairly much the same thing. The track limit for Google music is 20000 songs.

You CAN copy the iTunes music folder to any other HD. Later, if a disaster happens to your PC, you can just import back into iTunes.
