    No but when the nice ones are gone I delve into the bottom and replace the ones I take from there with the rotten ones left on top. No one is the wiser

    You can dump the leftovers from the top tray onto the bottom tray. There is so much excessive packaging in those biscuit tins that there will almost always be room
