    Is it specified in any legislation what kind of radio service 2fm is supposed to be and who its target market is ?

    To answer the question, the only legislative requirement is that found in s114(3) Broadcasting Act 2009 - principally to "provide a comprehensive range of programmes in the Irish and English languages that reflect the cultural diversity of the whole island of Ireland and include programmes that entertain, inform and educate, provide coverage of sporting, religious and cultural activities and cater for the expectations of the community generally as well as members of the community with special or minority interests and which, in every case, respect human dignity".

    There are no detailed content requirements for any RTÉ network, TV or radio in legislation and to be honest I don't think it is for the Oireachtas to get into the nitty gritty of scheduling. RTÉ does not require a programme contract from the BAI to operate its services and although it has a broadcasting licence from ComReg, this concerns mainly technical matters as Comreg isn't interested in content, only spectrum usage. There is a requirement that RTÉ obtain the consent of the Minister for any changes in the number of channels it operates and any significant changes in the formatting of any channels (which is holding up the removal of preschool programmes from RTÉ Two) but effectively all the RTÉ services which were in operation before the 2009 Act was commenced are all grandfathered in and did not have to be retrospectively approved. RTE must file a "public service statement" for approval by the Minister every five years but the statement (available here - http://www.rte.ie/documents/about/rte-pss-2010v1.pdf ) isn't very detailed at all.

    2fm can't win. This year the new boss did a major upgrade of the schedule. An number of new young presenters have been hired, A Sunday oldies show that was completely out of touch with the under 35s was axed, Yet people bombarded them with complaints about the change, If they did nothing people would be complaining about the lack of change.

    The changes made have been absolutely awful. It is no wonder people complained. It is high time 2FM was cut loose from RTÉ and left to fend for itself. It is a waste of time.

    I can understand the new breakfast show not being everyones cup of tea but the rest of the changes are very positive imo, Live programs in the evening and night, banning older music etc.

    The supposed shake up to appeal to a younger audience included such gems as replacing 40-something Will Leahy with 50-something Colm Hayes. Now I can't say I was a massive fan of Leahy, but it provided a decent alternative of mainly music to all talk from the other National Stations.

    2FM needs to decide whether it wants to be a BBC R1 type station or BBC R2 type station. The noises suggest management are aiming at the former, but they're not putting in the programming, so it's falling between the two stools imo.

    They want to garner younger listeners but are afraid of losing their existing audience. They're falling between the two stools as a result. The problem for RTÉ 2fm is that their established audience is ageing and they are not replacing it, in urban areas, with younger listeners.

    They held onto the rural audience for a lot longer owing to rural ILRs going for a mixed MORM/current affairs format and Today FM also aiming at the older end of the spectrum but more recently the regional stations (which are largely Spin 1038 clones, quite literally in the case of Spin South West!) have seen the end of that and grabbed the younger listeners.

    That's very true. Until the regionals came along you had limited choice in large parts of Rural Ireland. 2FM was the station you'd hear on tractors because it was the only Music station they could receive. Altantic 252 was very popular outside the cities as well in the 90's. I Rarely heard 2fm for years except in shops. Now I never hear it at all. In all honesty Gerry Ryan was right, he used to claim that he made the station profitable.
