The poor statistical data behind this both in terms of the perpetrators and the victims indicates that the majority of this data comes from self-reporting. Which may be worse than having no data at all. This could be data collected from a small number of cranks making up or escalating incidents, and most likely only captures a section of reports; most would go completely unreported.

In effect, the data is meaningless. If there were only 144 racist incidents across the entire country in a year - less than 3 per week - then we should be delighted with our high level of tolerance and low level of racism.

And what is meant by racial abuse? I'm certainly not denying it exists (like some people here do) but not everything that veers in the direction of stereotyping is racism or malicious at all.

That's what's confusing me coupled in with the fact that if they're really stretching the limits, we could see something like a bunch of six year olds not wanting to play with the black kid because he's black.
I mean it's wrong, obviously but it's defintely far different to going around insulting black people when you're an adult.
