I cant tell you whether any are open or not, but I got a text from one in portlaoise where my van has been tested for the last 4 years, at 9 10 am on stephens day to remind me my test is out the 5th of January. Sent by computer I'd imagine. Cant see anyone that keen to work on 26th of December.
