I have windows mail I want to be able to have a rule where if someone sends me an email about subject x or anyone connected with it it will be deleted and send a message to them to say it was deleted unread i would want it to do a search of the net if joe bloggs is in subject line and see if joe is involved with subject x

In my opinion, it is not possible. You should contact with Outlook's MVP(Most Valuable Professional) for any kind of possibilities.
