What are the best LTV ratios banks are offering and what are the best multiples out there that are applied to the the first and second income to arrive at what you can borrow ?

If by "best LTV" you mean the highest LTV then AIB, EBS and Haven offer 92%. Most of the others will do 90%.

Most lenders don't assess applications on the basis of simple multiples of salary any more. Most now use more complicated methods involving your net salary, other commitments, number of children etc.
