Are you able to get into the BIOS itself? If so, you should be able to burn a bootable BIOS updater on another PC, and apply the BIOS update without having to go into Windows. What motherboard is it?

First off, try grabbing down something like Knoppix, which is a Linx live boot CD. Burn it onto a CD or DVD (which ever one you download), and see if you can boot it up. This will help you see if it's the Windows disk or not that's the problem.
