Statistics Population Standard Deviation

I am currently going over college exam papers and one of the questions asks if 'we can assume that population standard deviations are equal?' in the context of the question asked. The question gives information taken from two independent SRS' of males and females, stating sample size, mean and sample standard deviation. I am just wondering how do we go about solving this, is an F-test used even though we are not dealing with population variances?

Isnt the population SD = 2*SE/SQRT(N)

So if the standard error is similar for both and the same size is similar, then you could say there's evidence suggesting their population SD would be similar.
