    Yes; as long as they don't discrimnate based on age, gender, religion etc. they are free to limit in any way they want basically. They could decide that only applications sent with red ink would be accepted for example and that would be ok.

    I assume you are paid through an agency.
    I suspect that to hire you for the full time role would incur a cost with your agency that they are not willing to pay.

    Who told you that you could not apply ? I would appeal it to a higher authority as I suspect somebody is seeing a one time cost to an agency but not the bigger picture of an employee with a proven track record and knowledge of the company.

    Or it could be a manager saving you some time as they have a higher skilled candidate in mind ?

    or the posting being only a checking the box exercise, and that the ideal candidate was in mind, and the job description built to suit.

    Good points made re the likelihood that there's already a preferred candidate. Maybe go back to the person who told you that you cannot apply, and ask them what you can do to make yourself able to apply in future. Or perhaps make it a more suble conversation, where you let them know what skills you could bring to future jobs.

    One other thing might be - do they think that you only want to work part time? It's possible that only a few roles offer part-time hours.

    When you say you a part time for 3.5 years I don't get why you haven't applied for full time role? Are you an agency worker like somebody else said?

    Hang on, let's just clarify:

    Are you part-time, meaning that you are supposed to work for less than 30 hours/week? (I understand that you have been working full-time hours - but what does your contract say?)

    Or are you temporary, meaning that you work 40 (or 37.5 or whatever is normal) hours per week, but are on a contract with an fixed end-date, possibly which keeps getting extended?

    In either case, do you work for the company, or for an agency?

    And is there a union involved, or is it public sector? Ie is there a chance that there is a rule that only people on grade X or above can apply for grade Y jobs?


    All that said -I still think it's likely that the manager knows who they want to appoint, you're not going to get the job even if you apply, so the manager may just be saving everyone's time by giving you any fob-off excuse to stop you applying.

    One option is keep your ear to the ground and find out who is getting the job - and then apply for their old job.


    Also, have you been applying for jobs in other companies? If vacancies are this slow to come up in the current company, then you could be waiting for years to get anywhere.

    They only have to make you permanent after four years of continuous service, so have until August 2014 to do this.

    Ok so now is it because you are not permanent or because you are part time that you can't apply? Your OP said it's because you are part time, now you are saying it's because you are not permanent?

    Given it's a unionised environment I'd not be surprised if the union have some sort of say in who can apply for different jobs and have agreed those criteria with the company. And as you said yourself it's a box ticking exercise as they know who will get the job already
