I bought an r9 280x Vapor-x about a month ago. Since the get go it has been giving off an odd noise when put under load. I thought it was coil whine but that usually improves with use. This has gotten worse, so bad I can hear it over my headphones.

    Has anyone else experienced this?

It doesn't always get better and can get worse.
Try use vsync or a fps limiter to see if it improve it under load.

I tried both it just seems to change the pitch of it. I was hoping it was the PSU but I tried the card in another PC and it was the same noise. It can et worse? Shiiiii. Should I ask for an RMA?

Yes it can get worse as my 7970 got worse and no amount of usage/benching helped it.
As for RMA it can be hit and miss. You can have the RMA accepted for coil whine but it also can be rejected.Try mailing the place you bought it from to see what there policy is on coil whine.

Since its not actually a "fault" as such thats how they can deny the RMA by saying its normal to have it with high end cards.

I guess I am more concerned as to whether it is coil Whine or a fault with the fan. I believe it is coil whine but is there a way to be sure?

Set the fan speed in CCC to manual to rule out that ramping up under load.If its coils whine you will still hear it in games or benches. It should be a lot worse on loading screens for games when its rendering very high fps.
If you overclock the card again it should sound worse.

It really does sound like coil whine to me.
