    In theory I would say yes. The actual owner would still need to sign the vlc I'd imagine if the dealers intent is to ultimately sell the car on. I could be wrong but would think its unlikely a dealer would partake though if they did not meet the actual owner and knew you had their consent.

    Also, for the most part I think a dealer is probably unlikely to just buy a car of you. They'd generally want you to be trading it in against something else. An exception might be where the car belonged to a deceased person who dealt with garage quite a bit or are family friends and they buy it to sell on or display it on their forecourt and pass on the proceeds of the sale...circumstances like that maybe
