    An annual policy should cover it. I know missing a flight due to a problem with public transport is covered in mine and I've often made long bus/rail journeys to connect with a flight.

    The fact that you can't book the rail journey here should be irrelevant. The important thing is that you're in Ireland when you take out the insurance, you can't do so after you've left.

    I've never taken out a policy for a single trip so don't know what the terms are like in that case.

    I've usually taken single trip travel insurance when needed. The terms I found had better/higher limits than annual insurance.
    The main thing is to read the T&Cs carefully before purchase. They usually cover such things as missed flight because of transport delays, but there are conditions such that you had a certain amount of time build into your travel times, e.g. if you missed connecting flight you need to have a 2 hour gap between arrival and departure or else it's not covered, etc...
