Status of Category Mod in Process

I received an infraction from a category mod, does that mean I skip step one and my next option is an admin? Or does his decision get reviewed by an impartial category mod from another category? Now that I have picked the prefix will my questions be directed for him to answer, doesn't seem too impartial if so.
