Am I due a customs refund?

    I bought a razor off eBay, which turned out to be slightly damaged. The seller offered me a discount, since he didn't realise the fault before the sale.

    My question is: I have already paid customs on the razor, but with the discount the value may drop below the €22 threshold. Will I be due a refund on the customs if this is the case?
