It was a BBC documentary that was only on a little while ago but for the life of me I can't remember the name of it. It talked about this amazing plan to completely rebuild the city after it was destroyed, and lay it out in one big geo-metric pattern.

I think it was Dreaming the Impossible: Unbuilt Britain episode 3. Not currently on iPlayer, but it will prob be back.
