Windows stuck on "starting windows" screen

So I have a toshiba satellite laptop with windows 7 on it.

I've also tried booting it in safe mode but it doesn't load up using that either.

I've had the hard drive replaced a few months ago just in case that might be a factor.

Anyone have any ideas what is causing this problem and how to resolve it?
