Windows 7 automatic driver install

I'm trying to get my PS3 controller working with windows using a custom driver. To install the driver I have to disable the Windows automatic driver install in the Device Installation Settings menu. Even though I have it set to 'Never install software from Windows update' it still automatically installs the driver whenever I plug the USB lead in. Is there a lower level method to properly switching it off or am I doing something wrong? Any advice?
