Booking a ticket (for mid February) with Ryanair. If I click for one person I get a price of €59.99, but if I opt for two (or more) persons, I get €69.99. I have re-checked this several times and get the same results. Has anyone else met this strange practice?

This happens when only 1 seat remains at the lower price. You only option is to book 1 seat first and then another booking for the 2nd seat. All airlines default all seats in a booking to the higher priced seat if there are different prices.
