Not sure where to post this so please move if necessary.
I'm from Louth but at college in Cork and I'm ill. Can I just ring up any GP to make an appointment despite never going there before?

Are you a private or medical card patient?

If private, effectively yes but some practices are not taking any new patients at all and they may request medical records from your existing GP.

If medical card, its not as easy but in an emergency you can see other GPs

Does your college have no student medical centre? UCC do anyway, never dealt with CIT but that doesn't mean they don't - virtually every other IT does.
